Waziri Mkuu Malaysia akataa kuthibitisha kama abiria waliokuwa kwenye ndege iliyopotea walifariki.


 


Ni zaidi ya wiki sita sasa baada ya ndege ya Malaysia FH370 kutoweka, waziri mkuu Malaysia amesema serikali yake bado haiko tayari kutangaza kuwa watu 239 waliokuwemo kwenye ndege hiyo wamepoteza maisha.
"Kwasasa siko tayari kuzungumzia suala hili nadhani jambo muhimu ni kuheshimu hisia za watu waliopoteza ndugu zao na ukizingatia walishawahi kusema hawatakubaliana na hili mpaka watakapoona ushahidi alisema waziri, Najib Razak.
Hata hivyo, alisema , ni " vigumu kufikiria vinginevyo."
Najib pia aliongeza kuwa serikali yake itatoa reporti ya awali wiki ijayo juu ya kupotea kwa ndege hiyo ambapo tayari ripoti hiyo imeshafikishwa katika Umoja wa Mataifa.
'Mwezi mmoja uliopita, Najib alitangaza kuwa , kwa kuzingatia data zilizopatikana katika satellite ya Inmarsat , wachunguzi walibainisha kuwa kwa mara ya mwisho ndege hiyo ilidondoka katikati ya Bahari ya Hindi, magharibi eneo la Perth na kwamba eneo hilo lipo kijijini na kwa ushahidi huo alisikitika kuwaambia ndugu wa waliopotea kwamba ndege hiyo ilianguka kusini mwa Bahari ya Hindi. '

Polisi  mkoani Mbeya wanamshikiria Brown Mensah (25) mkazi wa Songea kwa kumiliki bunduki aina ya gobole na risasi saba za shot gun.
Mtuhumiwa huyo alikamatwa mnamo tarehe 12-04-2014 majira ya saa kumi na moja na nusu jioni katika mtaa wa Mwaka-Tunduma kata na tarafa ya Tunduma, wilaya ya Momba mkoa wa Mbeya.

Aidha mtuhumiwa huyo baada ya kufikishwa kituo cha polisi Tunduma na kufanyika upekuzi alikutwa na noti bandia,moja ya  Tshs 10,000/= yenye namba BX-5273247, zingine kumi na saba za Tshs 5,000/= zenye namba AA-08459261 na noti zingine ishirini na tatu za Tshs 2,000/= zenye namba CK-1942911. Bwana Msangi ameongeza kuwa tayari polisi wanamshikiria Belisi Sikakinda (28) mkazi wa kijiji cha Kiwira wilayani Rungwe, ambaye alikuwa na marehemu siku ya mwisho, huku uchunguzi zaidi kuhusu tukio hilo ukiendelea kufanyika.

Kamanda Msangi ametoa wito kwa jamii kushirikiana na jeshi la polisi ili kuwabaini wahusika wa mauaji hayo na sheria ichukue mkondo dhidi yao.

World Radio Day at Vatican Radio

February 12th), Vatican Radio was proud to inaugurate
World Radio Day 2014 (one second after midnight on
February 13th) by broadcasting a concert performed by
the French National Orchestra and offered by Radio
France and the European Broadcasting Union (EBU).
Special programming, available throughout the day on
website (www.vatican radio.org), focused on the role of
women in broadcasting and how Vatican Radio’s own
female journalists are able to give voice to women
without a voice. Part of a long-term project involving
women from Africa, Asia and the Americas, these
programmes highlighted courageous and inspiring
women who face challenging situations as they work for
peace and justice in the world.

    This comes after the Royal Malaysia Police refuted today DCA’s previous report that there were five individuals who had checked into MH370 but did not board the plane.

    “Yes, I said that. But I also said that the case would be investigated further.

    “What the police are now saying... is after further investigation,” DCA director-general Datuk Azharuddin Abdul Rahman told reporters here.
    Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar said this afternoon that every passenger booked on the missing Boeing B777-200 had boarded the flight.

    Flight MH370 bound for Beijing and carrying 239 people disappeared roughly one hour into its flight in the early hours of Saturday.

Investigators trying to solve the disappearance without trace of a Malaysia Airlines plane face an extremely rare challenge that could hinder their efforts: they lack the powers of a formal air safety investigation.

Four days after flight MH370 went missing in mid-air with 239 people on board, no nation has stepped forward to initiate and lead an official probe, leaving a formal leadership vacuum that industry experts say appears unprecedented.
Malaysian officials are conducting their own informal investigations, in cooperation with other governments and foreign agencies, but they lack the legal powers that would come with a formal international probe under UN-sanctioned rules.

Those powers include the legal rights to take testimony from all witnesses and other parties, the right to have exclusive control over the release of information and the ability to centralise a vast amount of fragmentary evidence.

A senior official familiar with the preliminary Malaysian probe said Malaysian authorities could not yet convene a formal investigation due to a lack of evidence on where – namely, in which national jurisdiction – the Boeing 777-200ER jet crashed.
He said this was not hampering their work, that preliminary investigations had begun and that they were working with their neighbours, US officials and the jet's maker, Boeing.

The Malaysians have begun collecting information from neighbouring countries without any problems, including air-traffic control communications and radar data, he said. "There have been no issues in getting that information."
But Southeast Asian waters are rife with territorial disputes, and any decision by Malaysia to unilaterally open a formal investigation under UN rules could be seen as a subtle assertion of sovereignty if the crash site turns out to be inside another country's territory.

Without a formal investigative process being convened quickly under rules set out by the International Civil Aviation Organization (ICAO), a UN agency, there is a risk that crucial early detective work could be hampered, and potential clues and records lost, air accident experts said.

Witnesses such as cargo handlers, mechanics and company officials might be reluctant to speak to Malaysian investigators who were operating outside a formal ICAO-sanctioned probe which could offer them some protection from law suits, experts said.

"The sole objective of an accident investigation is to prevent future accidents and not to apportion blame or liability," said aviation lawyer Simon Phippard of international legal firm Bird & Bird.

"The international standards attempt to provide a degree of protection, for example from criminal prosecution, for individuals who give statements to the enquiry."
The lack of a formal investigation also means Malaysia does not have exclusive control over the release of information or the ability to centralise fragmentary evidence such as wreckage parts and witness accounts, effectively relying for cooperation on other parties' good-will, the experts said.

Under a formal investigation, a board is set up to designate parties to the investigation, including the plane maker, engine maker, unions, the airline and aviation safety regulatory agency of the country where the airline is based. Each of these parties typically has a representative on each of the working groups.

"If they haven't even decided what country is in charge of the investigation, then whatever is being done at this point is probably suffering from a severe lack of top-down control and coordination," said Ted Ellett, an aviation lawyer at Hogan Lovells in Washington and a former Federal Aviation Administration (FAA) chief counsel.
US investigators from the National Transportation Safety Board (NTSB), FAA and Boeing arrived in Kuala Lumpur yesterday and, according to the official familiar with the Malaysian probe, have been talking with the Malaysian investigators.

An NTSB-led team, including the FAA and Boeing officials, is "standing by for when the aircraft is located and they are in touch with Malaysian officials and have offered our assistance and support for anything they may need," NTSB spokeswoman Kelly Nantel said.

Boeing and FAA declined to comment.

● Lacking formal powers

A lack of clarity over the investigation already appears to be a source of tension between Malaysia and China, which had up to 154 citizens on the Beijing-bound flight and is pushing for a significant role in the investigation.
China's Foreign Ministry urged Malaysia yesterday to step up its search efforts and start an investigation "as soon as possible and correctly".

The deputy head of China's civil aviation authority urged Malaysia to help a team of investigators it has said is ready to fly to the Southeast Asian nation to help with the probe.
Governments usually step forward quickly after an accident to claim leadership of the investigation, based primarily on the territory where the plane crashed.

That crucial information remains unknown in this case, as navies, military aircraft, coastguard and civilian ships from 10 nations scour a huge swathe of the sea from the South China Sea to the Strait of Malacca.

The official familiar with the preliminary Malaysian investigation said the Malaysian government could not launch a formal probe until the crash site had been found, and that it planned to work closely with US authorities and Australia.

"If we wait, we will lose precious time. We know that. That is why our guys have been gathering all of the records and data," the official said.
Under UN rules, if a plane crashes in international waters, the country where the aircraft is registered – in this case, Malaysia – is in charge of the investigation.

So, for example, Air France quickly took control of the official investigation when its passenger jet crashed in waters far out into the Atlantic Ocean in 2009, even though no wreckage had yet been found.

● Legal protection

Vietnam would have jurisdiction if the plane crashed in its territory, but it does not have the resources to lead an investigation and would likely have to get outside help, two regional aviation officials said.
Under rules governed by ICAO, setting up an investigation grants "unhampered access" to all relevant materials including wreckage and data and "unrestricted control" over the evidence and public communications.

"Parties don't relish the idea of their officials or employees being queried or formally interviewed in these accident investigations," Ellett said.

"If there's any question about who has the authority to do it, the parties involved could say we're not going to participate until we know who's really in charge."

With lawsuits potentially swirling, the investigation is meant to encourage witnesses to speak freely about the incident in the interests of airline safety.

Investigators will typically "freeze" documents and records, especially the maintenance records of the aircraft, and acquire radar images and air traffic control recordings.
Groups specialising in operations, maintenance and sometimes human factors are set up to sift through each scrap of evidence.

"I can't remember anything like this. Usually it is pretty clear who is responsible for the investigation and they get to work straight away," said one European air safety official, who asked not to be identified.

Mapigano hayo ambayo yalizuka mwezi uliopita yanaendelea katika maeneo kadhaa ya Sudan kusini, licha ya kufufuliwa kwa mazungumzo ya amani katika nchi jirani ya Ethiopia .
Baada ya wiki kadhaa za tetesi za wanjeshi wa Uganda kuwa nchini Sudan Kusini, jeshi la Uganda sasa limekiri rasmi kuwa liko katika vita na waasi wa Sudan Kusini.
Kwa mujibu wa msemaji wa jeshi, Luteni Kanali Paddy Ankunda, Uganda ina takriban wanajeshi elfu moja na mia sita nchini humo.

Serikali ya Uganda imekiri kukabiliana na waasi hao tangu mwanzoni mwa wiki hii,wakati wanajeshi hao waliposhambuliwa na waasi wanaoongozwa na makamu wa zamani wa Rais Riek Machar.

Akisimulia kuhusu tukio hilo kwenye mkutano wa kikanda nchini Angola mnamo Jumatano, Rais Yoweri Museveni, alisema kwamba baadhi ya wanajeshi wake waliuawa au kujeruhiwa.
Jeshi la Uganda hata hivyo halijaeleza idadi kamili ya wanajeshi waliouawa.
Luteni Kanali Paddy Ankunda ametetea hatua ya Uganda kupeleka wanajeshi wake Sudan Kusini ikisema lengo lake ni kulinda raia na kufungua njia kwa misaada kuingizwa nchini humo .
Serikali ya Uganda imekuwa ikiunga mkono kikamilifu serikali ya Rais Salva Kiir ikisema kwamba imechaguliwa kidemokrasia wakati Riek Machar anataka kunyakua madaraka kwa nguvu.
Uganda ina maslahi nchini Sudan Kusini. Ni kituo rasmi cha kuuza bidhaa zake na kituo ambacho waasi wa Joseph Kony wamekuwa wakipigania na kutatiza serikali ya Museveni ingawa sasa wamedhibitwa.

Kutokana na wingi wa vyuo vya uandishi wa habari ni dhahiri kwamba wanafunzi wengi wamekuwa wakimaliza masomo na kurudi nyumbani bila mafanikio yoyote ya kupata ajira. Ni jambo la kusikitisha kwa sababu wametumia gharama kupata elimu hiyo ili iwasaidie, lakini pia inasikitisha kukosa kazi wakati habari ni chakula cha kila siku ambacho binadamu anakihitaji bila kushiba! Hakuna mtu anayetosheka na habari, bali kila siku watu wanahitaji habari hivyo mhitimu wa fani ya uandishi wa habari kukosa kazi ni moja ya madhaifu yaliyopo katika vyuo vya uandishi wa habari.

Akielezea Mkurugenzi wa DMCT Bw. Lucas Kulwa alisema kuwa, DMCT imejipanga kuhakikisha kuwa matunda makubwa yanaanza kupatikana mapema kupitia chuo hiki kwa kutoa wanafunzi wenye kiwango cha juu. Aidha katika kuhakikisha hilo, wanafunzi wa DMCT wataanza na kozi ya kiingereza kwa level ya kati ndani ya mwezi mmoja! Akiliendelea kusimulia Bw. Lucas alisema, huwezi kuwa mwandishi wa habari mzuri kama hata kiingereza hujui, dunia ya leo inawasiliana kwa lugha hii ambayo tunaweza kusema ndiyo lugha inayotumiwa na watu wengi duniani.

Hivyo ili uwe mwandishi wa habari mzuri ni lazima ukubali kujifunza na kuongea kiingereza kwa ufasaha! Pia DMCT itatoa kozi ya computer kwa muda wa mwezi mmoja mara tu baada ya kozi ya kiingereza kumalizika. Pia kwakuwa tumenuia kufundisha uandishi wa habari wa kidigitali hatuna budi kuhakikisha wanafunzi wote wanaongea kiingereza na kutumia computer kwa ufasaha!

DMCT itawawezesha wanafunzi wake kuanza kujipatia kipato cha pesa kutokana na kazi za vitendo watakazokuwa wakifanya kama kuandika habari, pamoja na mafunzo ya kumiliki mitandao yatakapofundishwa! Tunatarajia kila mwanafunzi aweze kumiliki blog yake ambayo ataiwekea habari nzuri na zenye tija kila wakati.

Chuo pia kina mikakati mbalimbali kama Tour za nje ya nchi kwenda kujifunza wenzetu wanafanye zaidi. Mtandao huu unakuahidi kuwa utaendelea kukupasha habari mbalimbali kuhusu chuo hiki usikose kuendelea kufuatilia mtandao wetu.
